Law no. 98/004 of 14 April 1998 on school orientation in Cameroon, article 36, stipulates that students have the obligation to accomplish tasks geared toward their studies. This includes respect for internal rules and regulations of the institution, as well as for the provisions of the following government regulations in force:

– Circular no. 2/A/7/MINEDUC/IGP-ESG/DETP of 11/02/1993 bearing on punitive sanctions applicable to students;

– Circular no. 10/01/562/MINEDUC/ESG/SAP of 19/02/1980 relating to students pregnancy in schools;

– Circular no. 15/D/7/MINEDUC/ESG/SGG/SCP of 02/04/1991 bearing on the dismissal of students;

– Letter no. 09/MINESEC/SG/DESG/SDGE/ of 12/04/2009 relating to mental and psychological hygiene in school milieu;

– Circular no. 11/12/LC/MINESEC/CAB of 04/04/2012 on the regularisation of certain disciplinary sanctions in schools;

– Sanctions are only meted out by the administrative staff (principal, discipline master), disciplinary and class councils. The rest of the staff propose sanctions;

– Circular no. 34/09/MINESEC/IGS of 12/09/2009 bearing on the use of phones in schools. The use and possession of phones is forbidden within the school premises, permitted only on special derogation by the school administrative staff. Failure to respect this provision leads to its seizure.

Strict respect for the rules and regulations in force constitutes the main pillar of the disciplinary framework of New Century Institute of Learning.


A) Attendance, punctuality and participation in schoolwork

The presence of every student at pedagogic activities and official ceremonies is compulsory. Any violation of this requirement by students shall attract the following disciplinary sanctions:


B) Infringement on moralization

Violation of the following acts of misconduct or forbidden behaviour by students would attract sanction of dismissal, in view of the security threat that it poses:

One of the goals of New Century Schools is to groom our pupils to be useful, not only to themselves, but also to their communities at large.

New Century Schools can only be achieving this goal by inculcating in its pupils, a sense of discipline, a spirit of hard work, a culture of excellent performance and citizenship training.

Principals and teachers in New Century Schools work hand in glove with the student government to resolve any conflicts and misunderstandings that may arise between staff and pupils and amongst pupils themselves.

The respect for seniors by junior pupils is a policy we emphasize and enforce rigorously in New Century Schools.

Beyond the above attitude shaping measures, New Century Schools have put in place the disciplinary council that meets on a need basis to examine cases where pupils have breached school rules.

The disciplinary council comprises members of the school administration, as well as designated members of the teaching staff who meet at least once every term.

As a matter of policy, New Century Schools have completely proscribed corporal punishment and adopted other methods of punishment, which are corrective rather than punitive.

The administrative staff of New Century Schools is in permanent contact with parents whose children are undisciplined, for an end-to-end corrective measures before the situation gets off-hand.

For extremely serious cases, New Century Schools administration invites parents to give them a situation report on their children’s conduct and caution them on the sanctions that await their children in case of any recidivism.
